IT Consultant - Designing a Monitoring & Evaluation System for the Community Agricultural Infrastructure Improvement Program

The overall objective of the assignment is to build on the existing AAMP M & E System to design a strong M& E System for the COMMUNITY AGRICULTURAL INFRASTRUCTURE IMPROVEMENT PROGRAMME – PROJECT for 26 districts. The beneficiary districts include 12 districts in the central region (Sembabule, Masaka, Rakai, Lyatonde, Mpigi, Mubende, Mityana, Kiboga, Nakasongola, Kibaale, Mukono, and Kayunga) and 14 districts in the eastern region (Iganga, Namutumba, Butaleja, Tororo, Kamuli, Kaliro, Palisa, Budaka, Mbale, Sironko, Manafwa, Bududa, Bukwa, and Kapchorwa).

The consultant will also contribute to the preparation of the Programme Operations Manual (POM) by handling all aspects of monitoring, evaluation and reporting.

The hub was established in 2004 with support from World Health Organization (WHO) and German Technical Cooperation (GTZ) with an aim of building on existing regional expertise to support countries in the region build capacity to effectively access HIV/AIDS prevention, care, treatment and support. With limited efforts in marketing and promotion, the Knowledge hub website is to address the many critical challenges, some of which is awareness of technical assistance provided by the Hub, providing information on schedule of regional capacity building events, availing technical updates and networking.

ICT Survey of Eight Pilot Districts in Uganda

The first objective of this survey was to be able to assess the current infrastructure setup and recommend hardware and software requirements for each District Commercial Office (DCO) keeping in mind compatibility issues for each district. The second objective was to be able to compute the cost estimates for the hardware and software to be supplied. Monthly internet connectivity costs including costs of equipments was to be shown for each District Commercial Office and the cost of connecting them to a server in Kampala. Cost estimates was to be in the form of Bill of Quantities, which was a key output of this exercise.
